Your "sign" is where the sun is at the time of your birth. This supposedly is your "true" character. "Rising" refers to the sign that is on the horizon at your birth. This is how others perceive you. So for me, with sun-sign Pisces, I am go-with-the-flow and my challenge is to find motivation to swim upstream. However, my rising sign is Scorpio, so I am perceived that way as secretive and prone to lashing out. To complicate it all, my sun-sign is on the cusp of Pisces and Aries AND my rising sign is on the cusp of Libra to Scorpio. This means that I (supposedly) have characteristics of both. The signs don't change suddenly like flipping a switch, instead they wax and wane as the heavenly bodies move through the skies in relation to each other, and the cusps are the transition time from one to the other when there is blurring of the "forces".
