How do I post a picture for an avatar and my signature? I went to "Edit signature" and at the bottom it says I'm not permitted to upload images for signature pics. What do I do?

Go to User CP and in the control panel click Paid Memberships. It's $15 for the year and I think right now the fee is being donated!....Trying to find the link.
