Photo Layering

I have been trying to figure this out for...a long time.

How do you layer photos in photshop? Anyone know of a link to a GOOD tutorial?

I am not talking about just making a new layer, I know how to do that. It's merging the layers that I don't get. Like for making graphics, photo collages, mosaics, ect.
